Cate is a member of the real estate practice group, and has experience in construction and commercial transactions. She has a hands-on approach when counseling both public and private stakeholders in the planning, environmental compliance, labor coordination, implementation of major capital construction programs.
Cate has over 20 years of experience drafting and negotiating construction front-end documents and related design professional agreements for use on complex public works projects. She has prepared solicitation documents for every form of public procurement, and favors the "best value" method, an innovative approach which minimizes risk by focusing on the quality, expertise and past performance of responding parties, rather than concentrating primarily on price.
Cate is also committed to community engagement and volunteers with nonprofit and community groups, advancing humanitarian, sustainability and social issues. For several years she served on the board of The SAGE Project, Inc., an internationally recognized restorative justice program which has received many distinguished awards, including the Peter F. Drucker Foundation award for Innovation in Nonprofit Management, for bringing public awareness and services to support children and women exploited by sex trafficking.
Prior to joining Goodsill, Cate was a partner in private practice representing urban school districts throughout California in matters related to General Obligation Bond construction projects, and most recently spent time "in-house" with the San Francisco Unified School District as its Deputy General Counsel for business and capital facilities matters.
