Biography

Emerald Tsui practices in the areas of corporate and insurance regulatory law, with an emphasis on captive insurance.

Before joining Goodsill, Emerald was based in San Francisco for several years, serving as a Team Lead Attorney Advisor for the U.S. Department of Justice. In this role, she advised on a range of matters including regulatory compliance, judicial ethics, international human rights, asylum, anti-trafficking, anti-terrorism, and fraud.

Emerald earned her law degree from the University of California, Hastings College of the Law. While in law school, Emerald clerked for the Honorable Judge Garrett L. Wong of the Superior Court of San Francisco. She also sat on the Hastings Moot Court Board, reviewed submissions as a Senior Editor for the Hastings Constitutional Law Quarterly, and served as a teaching assistant for Evidence and Legal Research and Writing I & II.

Prior to law school, Emerald received her Master of Communication Management: Corporate Governance and New Technologies, and her Bachelor of Arts in Law, History, and Culture at the University of Southern California. Emerald was born and raised in Honolulu, Hawai‘i, and is a proud ‘Iolani School alumna.
